Absolutely not. A limiter helps prevent clipping, but if the limiter is reducing your track volume, you need to figure out what has too much volume and reduce it.

What he's talking about is subtractive EQing. If your kick has it's strongest peak at, say, 100hz, then try to make sure your wobbles don't cover up the kick at 100hz. Use an eq to keep your wubs (or any other regular bass) either above 100hz (mostly for moving bass) or below it (for sub-bass). Or, just have your bass EQ'd to have all the range BUT 100hz.
It's better to subtract some frequencies so you have "play room" later, than to boost them and have a loudness war later on
