The sample and hold effect is sort of like a bitcrusher, in that it divides up the samples of the sound.
If you set the sample and hold in the right position, it will break up the formants in the sound, and when thrown throw a low-pass filter and a decent amount of resonance, the position of the filter will achieve a lot of those vowel sounds.
An unfortunate side effect of bitcrushing and/or S&H, is you get some high pitched frequencies that (IMO) don't sound very good, thus requiring some EQ work to cut those frequencies down.
