Definitely a gate effect, on a filtered saw/supersaw synth. If you have a synth with a built-in sequencer that can modulate the filter/amplitude, like Massive or one of Reason's synths + the Matrix device, that's one way to do it.

Another is to stick a VST on the end. I haven't found any really really good free ones, but you could try Stormgate1 or something listed here.

You can also do it with automation, just automate the volume with quantize turned on, and copy the pattern. Also put a reverb on a bus channel and route to that so it sounds smoother, which is what he's done here.

If you use FL this guy has some great tutorials. He uses fruity love philter here.
