There's no minimum price. Any money he makes is considered a donation for... putting them up for download, I guess? I can't imagine he's making a whole lot off this anyway.

As long as those songs were free to download to begin with (I have no idea if they were), I don't see much of a problem. If they weren't free, then it becomes an issue.

EDIT: He really should be giving credit to the artists, though. The fact that he's not is a bit of a dick move, but I'm not sure if it has legal implications or anything like that.
