You're definitely not too late, and while you may be crunched for time near the end, you should be able to pull through.

The deadline's about a month from now so you should be alright.

And no. As you can see from the old album, there are basically no restrictions. You can remix the show's songs and samples, collaborate with others' songs, or do whatever you want, as long as it's your own musical creation that you are proud of.
