Owl City is actually just one guy, Adam Young.

To my knowledge he uses hardware synths and instruments for the most part. I'm not entirely sure which ones, but his songs always have that analog sound, along with an occasional sampled instrument. I think he uses LA Scoring Strings for a few string samples.

If you're trying to re-create his sound using VSTs, it's not impossible, nor very difficult. His synth leads usually are layered mono synths, which almost always have a fair amount of glide on them (Pardon me if I'm not using all the correct synth terminology. I'm no expert.). For basses he usually just has something low and almost ambient at times. Using piano, soft basses, calming pads, and plenty of legato synths usually will get you the Owl City feel. Oh, and don't forget pop-flavored hooks and catchy melodies!

Apparently he uses/used to use Reason:

He has a section on the Propellerheads website were he lists some of his favorite patches:

It's kind of funny that people seek out to sound like Owl City when he's mosly regarded as a Postal Service rip-off. I guess the difference of a few years passing by will do. Still why sound like Puddle of Mud when you can sound like Nirvana? Glad you found people to google the results you were probably after. ;)
