And that is the essence of writer's block. It's not that you don't have ideas, it's just that you're editing them before they even come out. Don't do that. Just write/compose/whatever and edit later.
In terms of inspiration, the song that I consider my best work so far was simply inspired by an interesting scale that I learned (Phrygian Dominant). However, my opinion (which may or may not be completely wrong) is that inspiration is overrated. Don't wait for it. If it magically happens, great, don't waste that opportunity, but otherwise, just keep writing music. Always keep writing. I'm sure you've seen that Ira Glass thing. Just write. It doesn't matter what it is. It's all practice.
My guitar teacher once forced me to do an exercise where I wrote completely nonsensical things about chairs and the color yellow. I hated those exercises, but what they did was teach me to stop censoring my ideas before they got out there, no matter how stupid or ridiculous the idea.
