The sky is a band reject filter, which absorbs blue light, therefor we see the sky as blue.

It's because how the gasses up in the atmosphere react to light. Different atoms react to certain frequencies of light differently. Some frequencies will be absorbed and excite the atoms, making them shoot out new light in a random direction, while other frequencies don't interact with the atoms.
In the atmosphere there are atoms that absorb blue light, then eject blue light in a random direction. This disperses the blue light, making the sky look blue.

Tl:dr - The gasses in the upper atmosphere are semitranslucent for blue light, but transparent for all other visible light.
