I just went through and recorded all of the sound effects I could off of an old MegaDrive game. Its an odd fighting game called Ballz and made by Accolade and released around 1993. Accolade have been defunct for about 15 years so I am assuming there will be no qualms about using these.

Being recorded from a MegaDrive, all the sounds are 16 bit and produced by either the YN2612 chip, the PCM Texas Instruments chip or the audio sampler, so they're not great quality but, eh...

What exactly do you mean by "Pony sample packs?" I know of a site which has loads of pony stuff to sample, all episodes and MLP:EG w/o bgm and such, is that what you were looking for?
