Not entirely I usually do this to create a placeholder of where a new melody will begin.
I don't know why I do it, but it helps me think.

Pretty much anything as long as it sounds good, I usually stay with the same chord progression, however if I feel I have overused it and it is getting boring I will go and change it.
Also when I add my melodies I try to keep it locked to the scale to start and if it doesn't sound right I will adjust the problematic notes.
