We do have a bar of quality. You should listen to the older Pinkamena Party albums on http://pinkamenaparty.bandcamp.com/ to get an idea. We have rejected submissions in the past (R&V had like 10 rejected I think), but we try to work with people and will talk about what could be fixed and such. If you make sure it's within the style of PP releases (we have actually been sent brostep that we had to turn down) and that it has decently passable mixing/mastering and quality that's more than pisscore and maybe around shitcore or better, you should be okay!
In other words, the bar of quality shouldn't deter anyone from making something. It's really subjective and you should make crazy music anyway! We hope that everyone gets on the album. There's no rejection quota or maximum number of slots.

What if it was noisestep? Like as in...dubstep mixed with harsh noise and stuff?

Personally though, I think the Pinkamena Party projects are compilation albums trying to represent a certain culture. A culture of violent, politicly incorrect music. The gags are a part of that culture imo, so it can't be excluded. But more serious tracks are also part of it.
