The system you have now is far, far, far too open to abuse.

I've seen at least a dozen videos taken down by clearly falsified claims (one video tagged by "Adolf Bush", "Alex Saadeh" and "Linda A. Zeitz" (In fact multiple copyright claims period are almost automatically fraudulent), "MeepSheep Enterprises" (a fake company who got a video advertising for a cancer relief album;(an action which, even for trolls borders on the abhorrent) and others along the same line).

If a troll can just stroll in, tag a video they don't like for copyright knowing full well that the video will get pulled even if the claim is false (and it's getting to the point where you get copyright claims from someone with the classy name Shitty McDumbfuck and it gets pulled despite the name is clearly false) then you're frankly not doing us any favors.

The system you currently use needs to be changed and it needs to be changed yesterday.

I'm frankly not holding out any hopes of this, as what I've seen so far suggests the majority of you couldn't make a sandwich without a flowchart, but I remain ever optimistic.

Good intent, but generally when you want to submit something to somebody explaining a problem or issue, you should include an idea or example of how it could be improved or fix.

For example, requiring a person to input their personal data to a copyright claim, including their full name, email address, and phone number.

Doesn't entirely stop the problem, but it does make it a slightly more difficult.

The issue with YT is they have to take copyright claims seriously. If they delayed for any period of time to validate the claim, they could be sued for damages related to the time period the video was still up as they were validating it.

Perhaps they could require an email with a digital signature from the company that's being represented, but that ends up screwing over the little guy, such as myself, who would not be able to make a legitimate claim without a digital signature.

The only real solution would be to have more workers for YT, who could call numbers provided in the claim to verify it, but that of course means more money.

Youtube may have a poor system in place, but that system is a product of its environment and a defense mechanism. If you want to lay some actual blame try looking here. Sure it sounds harmless enough, but the system it sets in place is very easy to abuse, as has been seen in the continuous fiascoes across youtube. If we really want to do something about this then we need to make sure SOPA and Protect-IP don't pass. There's very little youtube itself can do.
